Job responsibilities. Manages the activities of the department in accordance with the specialization. Coordinates the activities of subordinate employees. Organizes and controls the development in the department of long-term and current plans for the direction of the department's activities, the preparation of proposals for employment programs for various groups and categories of the population and promotes their implementation within the competence of the department. Provides assistance in employment, social protection, vocational guidance, vocational training and retraining of the unemployed population in the direction that is within the competence of the department. Coordinates activities for the formation and implementation of measures of comprehensive programs of employment of the population, social and economic protection of the population from unemployment and its consequences. Manages the analysis of the state and trends in the development of the labor market in terms of issues within the competence of the department, supplements and corrects the programs based on the results of the analysis, and prepares their final version. Pay qualification requirements. Higher professional education and work experience in managerial positions for at least 3 years:

15th category - in the performance of official duties of the head of a department in the center, assigned to group II for the remuneration of managers;

16 category - in the performance of official duties of the head of the department in the center, referred to group I in terms of remuneration of managers.

Responsibilities:

The head of the department must:

  • To carry out general management and planning of the work of the department in accordance with laws and other regulatory legal acts regulating the activities of the employment service bodies. Organize work on the provision of public services (performance of work) in accordance with the Administrative Regulations in the field of promoting employment of the population:
    • services to assist citizens in finding a suitable job, and employers in the selection of the necessary workers;
    • services for informing about the situation on the labor market in the jurisdictional territory;
    • services for organizing job fairs and training jobs;
    • services for the organization of professional orientation of citizens in order to choose a field of activity (profession), employment, vocational training;
    • psychological support services for unemployed citizens;
    • services for vocational training and additional vocational education for unemployed citizens, including training in another locality;
    • services for the implementation of social payments to citizens recognized as unemployed in the prescribed manner;
    • services for the organization of paid public works;
    • services for the organization of temporary employment of minors aged 14 to 18 years in their free time from school, unemployed citizens experiencing difficulties in finding a job, unemployed citizens aged 18 to 20 from among graduates of educational institutions of secondary vocational education who are looking for work for the first time ;
    • services for the social adaptation of unemployed citizens in the labor market;
    • services to promote self-employment of unemployed citizens, including the provision of one-time financial assistance to citizens who are duly recognized as unemployed, who have completed vocational training or received additional professional education in the direction of the employment service, upon their state registration as a legal entity, individual entrepreneur or peasant (farmer) economy, as well as one-time financial assistance for the preparation of documents for the relevant state registration;
    • services to assist unemployed citizens in moving and their family members in moving to another area for employment;
    • organization of vocational training and additional professional education for women during parental leave until the child reaches the age of 3 years;
    • assisting in the employment of unemployed disabled people at workplaces equipped (equipped) for them.

  • Coordinate and exercise control over the work on the implementation of the state program of the Rostov region "Promotion of employment of the population."

  • Monitor:
    • the number of unemployed citizens registered with the department for Pervomaisky and Proletarsky districts;
    • layoffs of employees in connection with the liquidation of organizations or a reduction in the number or staff of employees, as well as underemployment of employees of organizations in Pervomaisky and Proletarsky districts.
  • Ensure the effectiveness of the work of the department in the performance of tasks by employees in accordance with approved job descriptions.
  • To carry out analysis and control over spending in full the funds of the federal, regional and local budgets allocated in the framework of the implementation of measures to promote employment of the population.
  • Carry out the placement of personnel, improve the skills of employees, constantly check knowledge and require compliance with

  • Ensure the participation of the unemployed and job seekers in activities to promote employment of the population in accordance with the Administrative Regulations for the provision of public services on employment issues.

  • Organize control over the implementation of contracts concluded with employers under active employment policy programs, targeted and efficient spending of funds allocated for these purposes.
  • Prepare work plans for the department for the coming month and monitor implementation.

  • Monitor the timing of the passage of official documents and materials in the department.
  • Organize the reception of citizens, ensure timely and complete consideration of citizens' appeals, make decisions on them and send answers to applicants.
  • Make proposals to the director of the employment center on the amount of incentive payments to employees of the department, incentives and the application of disciplinary sanctions against them for misconduct or failure to fulfill the state task.

Requirements:

  • A person with a higher professional education, experience in working with people, at least 2 years of work experience in managerial positions in the field of labor and social development or at least 4 years of work experience in managerial positions in other areas of activity, or not less than less than 5 years of work experience in the specialty in the field of employment.

General provisions

1.1. The leading inspector of the 12th category (secondary admission specialist) of the State Employment Institution of the Sverdlovsk Region "Tavdinsky Employment Center" (hereinafter referred to as the Employment Center) is appointed and dismissed by order of the Director of the Employment Center.

1.2. The lead inspector reports directly to the head of the employment promotion department.

1.3. The lead inspector performs the functions defined by this job description.

1.4. During the period of temporary absence of the lead inspector, the replacement of the position is approved by order of the director of the employment center.

Job responsibilities.

2.1. Carries out registration of citizens who applied to the employment service in order to find a suitable job.

2.2. Explains the rights and obligations of the client, informs about the list of services, about the procedure and conditions for registration and re-registration as unemployed, about the rights and responsibilities in the field of employment and unemployment protection.



2.3. Carries out the selection of a job for the client of the employment service, based on the available vacancies.

2.4. Carries out re-registration of unemployed citizens in accordance with the established procedure.

2.5. Draws up draft orders for unemployed citizens in terms of assigning status, assigning payments, suspending and terminating the payment of unemployment benefits.

2.6. Carries out the selection of suitable jobs, issues job referrals, community service and other employment promotion programs.

2.7. Monitors the issued referrals and the implementation of the independent job search plan.

2.8. Maintains contact with employers on the employment of unemployed citizens.
